Description

**Describe the bug**
Azure CLI on Windows takes very long time to update using `az upgrade` command. Updating takes at least 20-30 minutes to complete.

This time I'm updating CLI from version 2.20.0 to 2.27.0 but it has always been like this.

**To Reproduce**
Run `az upgrade` command and follow the setup wizard.

**Expected behavior**
Azure CLI should update more quickly for better user's productivity.

**Environment summary**
Windows 10 21H1 / PowerShell 5.1 / Command Prompt / Azure CLI v. 2.20.0

**Additional context**
This isn't really a bug but I feel Azure CLI should update more quickly to encourage users to update. Taking lots of time to update makes it less desirable to spend time on updating.
