If the storage is behind the firewall only this syntax will work:

az synapse sql audit-policy update --resource-group **resourcegroupame** --workspace-name **workspacename** --state Enabled --storage-endpoint https://**StorageAccount**.blob.core.windows.net --storage-key ""
