Add the ability to enable ATP for Azure Storage using azure-cli

Question:
The Docs article [here](https://docs.microsoft.com/en-us/azure/storage/common/azure-defender-storage-configure?tabs=azure-security-center) describes how to enable Advanced Threat Protection for Azure Storage using a variety of methods, but there's no mention of how to use azure-cli to achieve this.

Desired Solution:
The ability to enable ATP for Azure storage using the azure-cli, ideally at the individual account level rather than for all storage accounts in a subscription.
