Get telemetry cache permission denied when running commands in WSL

**Describe the bug**

I ran `az deployment sub create` and get the following:

telemetry.save : Fail to create telemetry cache directory for /home/jon/.azure/telemetry/cache. Reason [Errno 13] Permission denied: '/home/jon/.azure/telemetry/cache'.memealyzer2$ az feedback
```
