az vmss nic set is not available

**Describe the bug**

There is no way to set properties like enable IP forwarding via CLI per the API: https://docs.microsoft.com/en-us/rest/api/compute/virtualmachinescalesetvms/update
**To Reproduce**

Create VMSS, try to update IP forwarding property on NIC
**Expected behavior**

A set command to be able to update vmss nic properties similar to: https://docs.microsoft.com/en-us/cli/azure/network/nic?view=azure-cli-latest#az_network_nic_update
