Storage error when scaling Data Warehouse up or down

The autogenerated example worked last week but now I get this error when running it:

```
Subscription 'Standard_RAGRS' does not support changing the backup storage account type of the database to a non RA-GRS value (ZRS/LRS).
##[error]Script failed with exit code: 1
```

My Subscription name is not 'Standard_RAGRS' so I don't know if that's an error in the messaging or if it's truly trying to use a subscription called 'Standard_RAGRS'.
