Please add support do create a function app from a hidden runtime defined in the Stacks API.
For the Az.Functions cmdlets, I am using a environment variable `$env:displayHiddenRuntimes`. If this variable is set to `$true`, the creation of a function app from a hidden runtime is enabled.
