Description
Here are follow-up tasks after legal review:
Azure CLI:
- Add a NOTICE file at the root of the repo. (**✔ Done**)
- Need generate a new NOTICE file by CG once [the bug](https://dev.azure.com/mseng/AzureDevOps/_workitems/edit/1706668) of Component Govenance UI is fixed.
- Add the NOTICE file to the distributions. (Need update packaging script)
Azure CLI extensions:
- Add a NOTICE file in each extension folder.
- The NOTICE file only need contain the additional open source components (including indirect dependency) besides those from Azure CLI.
- Add the NOTICE file to extension distribution. (Need update packaging script)
