**Describe the bug**
Cannot delete a Load Balancer Rule that shares a health probe with another rule.
**To Reproduce**
0. Create a Load Balancer, backend pool, and health probe
1. Configure Load Balancer with rule to backend pool using health probe
2. Configure a 2nd rule to same pool using same probe.
3. Try do delete 2nd rule.
**Expected behavior**
Rule gets deleted without affecting any other rules or probes.
