[confcom] Add a subcommand to convert inputs to JSON

Currently, acipolicygen takes JSON as the simplest input describing the features which define the policy to be generated, such as the image, container environment etc.

The tool also takes more complex input which describes whole deployments and parses it to json as an intermediate representation.

We have an internal customer asking for the ability to output this intermediate representation.
