**Describe the bug**
Run the following command for AzureChinaCloud:
az iot hub show-connection-string --hub-name iothub123
got the error message:
InvalidResourceType - The resource type 'IotHubs' could not be found in the namespace 'Microsoft.Devices' for api version '2019-03-22-preview'. The supported api-versions are '2015-08-15-preview,2016-02-03,2017-01-19,2017-07-01,2018-01-22,2018-04-01,2018-04-01-preview,2018-12-01-preview'.
