az ml does not work for normal user, but works for super user

az ml --help does not work for normal user in MSML RHEL VM. But running the command with sudo works.

Steps to reproduce the behavior.
1. Deploy "Microsoft Machine Learning Server 9.3.0 on Red Hat Enterprise Linux 7.2" from Azure marketplace
2. Run az ml --help as normal user and sudo user

**Expected behavior**
A clear and concise description of what you expected to happen.
az ml should work for normal user as well.

**Environment summary**
Install Method (e.g. pip, interactive script, apt-get, Docker, MSI, edge build) / CLI version (`az --version`) / OS version / Shell Type (e.g. bash, cmd.exe, Bash on Windows)
Microsoft Machine Learning Server 9.3.0 on Red Hat Enterprise Linux 7.2 deployed from Azure marketplace. But the OS version shows as RHEL 7.4 after logging in.
