[feature-request] Azure Pipelines 'Environments' manage commands

**Feature request**
Hi.
I'm starting a project where I will need to provision multiple Azure Pipelines 'Environments' and consequentially a few resources in each one. Is there a way to create Environments and Environment Resources using Azure CLI? I have already installed azure-devops extensions, but I couldn't find a suitable command reading the docs.
