run configuration file must be in the .azureml/ or /aml_config/ dir

--run-configuration-name -c
Name (without extension) of a run configuration file. The file should be in a sub-folder of the directory specified by the path parameter.

"In a sub-folder" is not specific. Actually the file must be in the .azureml/ or /aml_config/ subdirectory (see https://docs.microsoft.com/en-us/python/api/azureml-core/azureml.core.runconfiguration?view=azure-ml-py#load-path--name-none-). Also "without extension" should be deleted.
