Seem to be missing the Cost Optimization rules

Hi

Unsure if I'm doing something wrong but none of the reports ( recommendations) seem to reference or use any of the cost optimisation recommendations. Is that by design or perhaps I'm missing something? Perhaps I'm mixing things up, but I could swear that cost optimisation recommendations used to be a part of the recommendations tab, and vaguely remember that it was related to PSrule?

Start with the PSRule.Rules.Azure cost-optimization module linked in the issue and trace how azqr produces the recommendations report and recommendations tab. Confirm whether those rules are expected to be included; done means the expected cost-optimization recommendations appear, or the report behavior is documented as intentional.
