[MISSING_APIS_IN_DEFAULT_TAG] False positive on deprecated APIs

Avocado fails on "missing APIs in default tag" even if they have since been deprecated:

To fix the root cause, we will need to agree when Avocado can safely consider an API "deprecated". If this cannot be decided, perhaps the rule should be downgraded from error to warning?
