[BUG] Operations are not restored that API is added by Microsoft Foundry

### Describe the bug

- API Operations are not restored that API is added by Microsoft Foundry.
- Environment: Windows 11, PowerShell 7.5.4, publisher-win-x64, Azure API Management Developer SKU,

### Expected behavior

All APIs with operations will be restored when publisher runs.

### Actual behavior

Operations are not restored.

*Operations existed before deleting APIs.

### Reproduction Steps

1. Add Azure OpenAI Service APIs by Mocrosoft Foundry API
Azure Portal > API Management Service > API > ＋ Add API > Microsoft Foundry

2. Run extractor.exe
3. Delete Added Azure OpenAI Service APIs.
4. set API_MANAGEMENT_SERVICE_OUTPUT_FOLDER_PATH as extractor output the information.
6. Run publisher.exe
