OData APIs don't display in most views

## Bug description

An OData API added to a published product in APIM does not display correctly in the developer portal. The API does not appear in the list of all APIs. I can open it from the product but I get "The specified API does not exist":


## Reproduction steps

1. Add an OData API to APIM
2. Add the API to a product
3. Publish the product
4. Try to view the API in the developer portal

## Expected behavior

I see the OData API information in the developer portal.

Reproduce the issue in the Azure API Management developer portal using the listed steps, checking both the all-APIs view and the API link opened from the product. Read discussion 2630 for related context and identify where OData APIs are handled in those views. Done means the published OData API appears in the API list and its product link opens its information successfully.
