Version of plugin is always LATEST only even when it was only updated

# Description

When a sync from Github Repository is happening for updating all skills to their latest "version" the version dropdown in API Center is only showing the LATEST one, even when a previous version existed and it was just updated. Is this a bug or was it simply not documented on how to influence the version?

# Reproduction steps

Steps to reproduce the behavior:

1. Go to api center portal.
2. Check an updated skill.
3. Check the dropdown of the version field.

# Expected behavior

The version gets automatically updated when the skills gets updated through the daily sync with the github repository.

# Actual behavior

The previous version is overriden and gone for ever.
