AKS native backup on Azure Local

**Title**: AKS native Azure backups on Azure Local

**Description**:
We would like to use a native Azure backup service for backing up our AKS clusters on Azure Local.
Cloudcasa is the suggested tool for this, however we don't want to use a 3rd party tool, we need to to have a native solution within the Azure Console that is supported by Microsoft.
