Support for multi-zones/fault domains in AKS-HCI

**Description**:

Some customers have requested the ability to deploy clusters on hardware that's distributed into hardware fault domains in order to increase survivability of workloads from hardware outages.

Similar concept as https://docs.microsoft.com/en-us/azure/aks/availability-zones
