[BUG] CLA CI bot missing

## Bug Description

There should be a CLA bot which checks if contributors agree to send their contributions and that they confirm they have permissions if needed.

## Steps to Reproduce

1. Submit a PR
2. Check runs on PR to see if CLA passes
