[PERFORMANCE] Take More than 1 Min to create a project in AKS Automatic

- [ ] confirm if managed namespace/project creation is slow from az as well
- [x] confirm if the AKS desktop part is what is slow (and not managed namespaces)

Note: we have an issue already for open for moving on from az cli. If it's a managed namespace issue our work will be to report the issue.

## Performance Issue

When using the Azure Automatic cluster and trying to create an Azure Managed Project from the AKS desktop experience, there is significant slowness in creating the project. It took me more than 2 Min to create the project

1. Go to 'Projects'
2. Perform action 'AKS Managed Project'
3. Provide the required inputs
4. Create the project
5. Observe performance issue of creating the project

- **Headlamp Version**: 0.40.0
- **Kubernetes Cluster Size**: 3 node AKS automatic
- **Browser**: N/A
- **OS**: MacOS 26.4
- **Hardware**: MacBook Pro M3 18GB
