[BUG] Cluster Registration Evaluation UI text updates

## Bug Description

A clear and concise description of what the bug is.
When you register a cluster it evaluates what capabilties are installed.

1. we should link to a doc page detailing them
2. its not clear, if the cluster doesnt have cilium, what does that mean?
3. this is opt out by default, imo it should be opposite to user doesnt accidently make changes without thinking.
