Push aks-desktop headlamp/ changes to upstream headlamp repo

Push all aks-desktop headlamp/ changes into Headlamp.

Create issues for big items or where headlamp may need to add configuration or a new plugin API
(so work can be scheduled and discussed first)
Minor changes can just be PRs
Document process for when headlamp should be pulled (on headlamp release? Bug fixes? Security?)
