Description
From what I can see there is currently no built-in role for a user to sign in to https://ai.gateway.azure.com/, find a API management gateway and be able to create an API key + view insights
The user gets
``
xxx does not have authorization to perform action 'Microsoft.ApiManagement/service/apiKeys/write' over scope yyy
`
From what I can see the minimal role for this is `API Management Service Contributor`
which also grants additional access to things such as adding/removing models.
Essentially I am looking for is a role with minimal permissions in order to create their own API keys and view Application insights.

Research direction
The issue does not identify a repository file, test, or entry point. Start by reviewing the existing Azure RBAC role definitions and the permissions needed for API key creation and Application Insights access. Done means a minimal role is available without unrelated model-management permissions, with its behavior verified.
