Description

From what I can see there is currently no built-in role for a user to sign in to https://ai.gateway.azure.com/, find a API management gateway and be able to create an API key + view insights

The user gets

From what I can see the minimal role for this is `API Management Service Contributor`
which also grants additional access to things such as adding/removing models.

Essentially I am looking for is a role with minimal permissions in order to create their own API keys and view Application insights.
