ADO only imported 2 out of 78 recommendations

I followed the documented process in this repo after exporting a full WAR and it created the ppt containing all the recommendations.
However, when I go to import that into ADO, the script only finds and imports 2 out of the 78 listed recommendations.
I'm not getting any errors at all so is hard to troubleshoot.

Start by reproducing the documented process with a full WAR export, the generated PPT, and the ADO import script. Compare the 78 recommendations in the PPT with the two imported into ADO and inspect why the remaining imports produce no errors. Done means all recommendations are imported or skipped items are reported with actionable diagnostics.
