🪲 Bug Report - Recommending Route Server resources to upgrade from Basic to Standard Virtual WAN

## Describe the bug

WARA assessment report is recommending Route Server resources to upgrade from Basic to Standard Virtual WAN. Resource type is "microsoft.network/virtualhubs", actual resource id are "/subscriptions/sub-id/resourceGroups/rg-name/providers/Microsoft.Network/virtualHubs/route-server-name"

## To Reproduce

Steps to reproduce the behavior:

1. Identify subscriptions that have Azure Route Server resources
2. Run WARA assessment

## Expected behavior

It seems recommendations are misleading as it doesn't apply to Azure Route Server. Could be a bug need to identity and fix.

No file or test is named. Start by identifying the WARA assessment entry point and reproducing the report for a subscription containing an Azure Route Server; trace how virtual hub resources are classified. Done means Route Server resources no longer receive the Basic-to-Standard Virtual WAN recommendation, while applicable Virtual WAN resources still do.
