Add logging when sending ready signal to WireServer

After the call to ProvisionHandler.write_provisioned(), there is no more logging until the "Provision complete" message. It would be nice if there was some additional logging within the ProvisionHandler.report_ready() call.

Start at ProvisionHandler.report_ready() and inspect the call after ProvisionHandler.write_provisioned(). Review the surrounding logging flow and verify that an additional message appears before the existing "Provision complete" message; the issue does not name a file or test to run.
