Revisit Firewall Rules once 2.2.25 has Aged Out

There are two sets of firewall rules maintained in the agent. There are rules to accept and block traffic to WireServer. Once 2.2.25 has aged out of the system there is no longer a need to maintain both sets of rules.

Please re-triage this issue before every release and determine if is time to remove old rules.

This is in reference to #1165.

Review #1165 and the agent's two sets of WireServer firewall rules, then verify whether version 2.2.25 has aged out of the system. Done means determining that the older rules are no longer needed and removing the redundant set, or documenting why both sets must remain.
