[Bug Report]: Unexpected behavior of Platform manage issue pipeline

### Describe the bug

We have some unexpected behavior in the way issues have been opened in the last 2 days, for instance:

- Some red module pipelines didn't get a corresponding issue the day after they failed, but got one the next day, Ref e.g., #2778
- [SOLVED] The AAD: DomainServices pipeline (expected to fail) was not filtered, and a corresponding issue was opened, Ref #2774
- [SOLVED] Some issues got duplicated, Ref #2776 vs #2651
