Management UX - New users cannot get access

Description
The Management UX works great for the users who had the "TenantCreator" role when the Management UX was deployed. However, additional users given the "TenantCreator" role after the deployment cannot access the Management UX. They appear to authenticate all right, but the drop-down box for Tenant Group doesn't populate and thus the home screen cannot be accessed.
Access continues to work for users who were present when the Management UX was deployed.
