rds-deployment creates two separate loadbalancers (and two public ips)

rds-deployment calls ad creation template which creates a loadbalancer, and then creates another one of its own

This is redundant and unnecessary.

Start by locating the rds-deployment template and the AD creation template it calls. Compare where each template creates a load balancer and public IP, then confirm the intended deployment should retain only one of each. Done means the redundant resources are no longer created without breaking the RDS deployment.
