Expand terraform testing with AVM

.NET feature: pre-flight-expansion feature: terraform

Description

Build out some test cases for terraform that run some common AVM modules and see what breaks on at a time. e.g.

- Storage
- Key Vault
- Virtual Network

Add `.tf` sources into repo so we can update and re-plan over time to make sure newer modules work.

This issue has not been assessed yet.
