Description
It should be possible to be able to reserve the necessary compute capacity and allocate it as needed using [On-demand Capacity Reservation](https://docs.microsoft.com/en-us/azure/virtual-machines/capacity-reservation-overview).
This would be to avoid an event in which allocation cannot be assigned due to insufficient capacity in the data center.
