deploy to China Azure successful but can not run

From China Azure cannot access https://raw.githubusercontent.com/Azure/Moodle/master/, but I can access https://github.com/Azure/Moodle, I copied azuredeploy-small2mid-noha.json azuredeploy.json and sub folder /nested and /scripts files to my China Azure blob, I created a custom deployment and changed the "_artifactsLocation" to my blob path, it deployed successfully, but when I run the application to open dns name or public IP of load balance in the browser, it shows "This site can’t be reached". Do i miss any files? thanks

Start by reviewing azuredeploy-small2mid-noha.json, azuredeploy.json, the nested and scripts folders, and the custom deployment's _artifactsLocation setting. Reproduce the deployment using the copied Azure Blob artifacts, then inspect why the load balancer DNS name or public IP cannot serve the application. Done means the deployed application is reachable in a browser from China Azure.
