Preview Designer not allowing to Read workflows with Reader/Operator roles

### Describe the Bug with repro steps

Expected behavior:
- Users with Reader/Operator roles should be able to Read the workflows and view Run History/Resubmit runs

Actual Behavior:
- Designer does not load, HTTP 403 error in network logs

Steps to Reproduce:
- Any Logic App Standard, assign Reader/Operator role to a user
- User attempt to open Workflow
- Portal does not load WF and network logs show 403.
- GA designer is not affected by this, only Preview Designer.
