Tooltip on hover does not reflect Run with Payload

### Describe the Bug with repro steps

Expected behavior:
When hovering over the run workflow at the bottom of the page, I know that icon with gear is meant for running the workflow with payload

Repro:
- Create a workflow in new designer
- add HTTP trigger
- hover over the run workflow blue buttons
- no information on what those 2 do run options achieve separately
