Creating Logic apps template resource required incorrect permission

### Describe the Bug with repro steps

When customer trying to create "Logic apps template" resource, the creation process stuck without completed. This happens 100% when the register api call fails with 403 or 404.
403 meaning that the user doesn't have the required permits

1.- Go to Logic Apps Templates resource
2.- Click in add
3.- Fill the required inputs
4.- Click in create
