Bulk resubmit not working

### Describe the Bug with repro steps

1- Create Logic App
2- Create workflow
3- Run workflow multiple times
4- Select a few workflows in the Run history for resubmission
5- Only one of them gets resubmitted (the one at the top).

Start in the Standard Portal Run history resubmission flow and reproduce the issue by selecting multiple completed workflow runs. Trace how the selected runs are passed to bulk resubmit, then verify that every selected run is resubmitted rather than only the top one.
