Older versions of the App showing up in Designer after exiting Code View

### Describe the Bug with repro steps

I have been experiencing an issue when using both MS Edge and Google Chrome, latest versions and using Win 11, where when I make changes directly in the Code View, and then switch back to the Designer, an older version is loaded. I will then save the work from the designer window and the old version will be saved over the current version. It took a long time for me figure out was happening and I can't say right now if it happens intermittently or every time.

Here is an example: the lower version was saved and then when I saved again, it was an older version, and I had to go back and restore the previous version. I have lost so many hours working and then discovering that I just saved an old version with some new changes, and I may make another 10 or 15 saves before realizing and it's not easy to go back and figure out when it happened and then have to figure out what all the changes were that I now need to redo on the proper version.
