Workflow assistant cannot explain its own answers

### Describe the Bug with repro steps

1. Create a workflow with ~40 switch branches with 3 actions each, inside two nested foreach loops, and two boolean conditions. (exacting workflow not uploaded because confidential)
2. Ask the Workflow assistant to describe the workflow
3. Fails with "The workflow run exceeded the maximum number of tokens allowed for a single run."
4. Ask "What does that mean?"
5. AI refuses to answer (see screenshot)
