Enhance Error Message for Insufficient Permissions on API Connection Creation

The error in the screenshot below is due to insufficient permission to create a new api connection. In this case, the user only has reader role.

Is it possible to improve the error message for this case? For example, "Insufficient permission" is more helpful compared to "unknown error".
