Workflow list blade error persists on successful refresh

### Describe the Bug with repro steps

1. Open a standard logic app resource
2. Open the workflow list blade
3. Have an error get thrown when fetching the workflows
4. Click the "Refresh" button
5. Watch the retried network request succeed in devtools
6. View will not update with the successful fetch, and the error will still be visible
