1. add sql query
2. add query without where clause
3. columns will how on dynamic items
4. now add a where clause
5. nothing with sow up in Sql dynamic data

Reproduce the issue in the Consumption Portal's new designer using Chrome and the listed steps, first without a WHERE clause and then with one. Compare the SQL dynamic data columns in both states; done means the columns still appear after adding a WHERE clause.
