Enhancement Suggestion: Reload button on workflow designer in VS COde

### Describe the Bug with repro steps

There are a couple situations where you need to reload the workflow designer. Wondering if we can include a refresh button to simplify this.

Whenever you are authoring custom code and your method parameters change, the 'Call a local function' card will have new inputs to change. Currently you have to close and reopen for that to take place.

The other scenario is when you choose to add Azure connectors after the initial provisioning step. If you add Azure connectors later, we will provide a message in the bottom right hand corner to reload designer but that results in closing designer and then right mouse clicking on the workflow to reopen it.

It would be nice to have a reload button right on the canvas to take care of these situations.

No file or test is named. Start at the new workflow designer canvas in the Standard VS Code designer, then trace the existing close/reopen path and the bottom-right reload notification. Done means a visible reload action handles custom-code parameter changes and connectors added after provisioning without closing and reopening the designer.
