error misdirection-APIM action while choosing api when APIM has set min version constraint

### Describe the Bug with repro steps

APIM has set min version constraint.

At logic apps standard while adding APIM action-after clicking to choose api it gives "No resources of this type found under this subscription" and at portal logs we can find 400 error. Without portal logs it would be hard to find why there are no apis displayed for the APIM though it has apis on APIM.
