Do not truncate content

Currently, if there is content after a code block and before the next subheading, it doesn't surface in Portal. Similarly, content between an H1 and H2 isn't surfaced if there is no code block in that space. There are other edge cases as well but all content in the source doc should be visible in the Portal experience

Hence, IE should send all doc info to Portal for it to render all doc content. H2's will be used as delineating steps with all content within rendered as markdown
