Github Action to use Innovation Engine in CI

The current [recommended](https://github.com/Azure/InnovationEngine#setting-up-github-actions-to-use-innovation-engine) way to run innovation engine requires cloning the repository and performing extra steps e.g. installing dependencies. Perhaps it makes sense to create a [GitHub Action](https://docs.github.com/en/actions/creating-actions/creating-a-docker-container-action) to simplify plugging it into the Github workflows.

Also, it seems the [current steps](https://github.com/Azure/InnovationEngine#setting-up-github-actions-to-use-innovation-engine) in the guide are outdated and need to be revised.
