[Android][Calling -1.3.0-beta1] Host video stream is unavailable when joining

**Describe the bug**
When I enter from an Android device using the Calling SDK 1.3.0-beta1 , I cannot see the video stream from the host , heven if the host has the camera on.
**To Reproduce**
Steps to reproduce the behavior:
1.Host a teams video call with the camera on
2.Join using the calling SDK 1.3.0-beta.1
3.Notice that you cannot see the host's videostream

Might be related to [https://github.com/Azure/Communication/issues/406]

**Expected behavior**
I can see the host's video stream each time I join the conference.

**Workaround**
If the host turns the camera off and on again , I can see him
